Solutions are identified and imposed
Often solutions have unintended consequences
Solutions lacking support from the poeple who are needed to implement the changes
How would Positive Deviance work with Agile?

What does "Done" look like?:
Is the goal understood/agreed upon by all (especially as it shifts during execution)?

Innovation is stifled:
Constrained by commitments made outside the team by stakeholders who are not involved in delivery.

Knowledge management is an issue

How do we shorten feedback loops?
How do you identify all the stakeholders in large development projects?
