David Bulkin has over 20 years experience in applying lean principles to manage portfolios, projects, people, process, and technology. As a member of LitheSpeed, David helps teams learn and apply agile project management and engineering methods (teacher, practitioner and coach). David is currently on the Board of Directors at the Center for Program Transformation (CPT) where he: prepared testimony that was presented in Senate Hearing; and contributed to federal legislation on IT Oversight. From 1999 to 2004 David was a VP at JP Morgan Chase where he managed a successful eBanking transition to agile and trained/coached teams on process improvement. In the 1990’s David was a key member of the Software Program Managers Network (SPMN), a DoN Tri Service initiative, where he identified proven software best practices and conveyed them to managers of large-scale DoD system acquisition programs.
